Arnie formed Income Property Lending (IPL) in September, 1995 as a division of the All Star Group, Inc.
He serves as President of IPL and is a corporate officer of All Star Group.
Prior to employment with IPL, Arnie was Vice President of Commercial Real Estate Lending for Pacific
Thrift and Loan, and he was a principal of United Commercial Credit Industries (UCCI). Previously he
held the position of Vice President/Sales Manager and assisted in the training and development of the
marketing staff while employed with Foothill Thrift & Loan / Foothill Capital Corporation for 9 years.
Mr. Garfinkel has been a featured speaker for various organizations, including - California Association of
Mortgage Brokers, National Association of Mortgage Brokers, California Mortgage Bankers Association,
Building Industry Association, American Industrial Realtors Association, R.I.A.O.C., and Crittenden
to name a few. Arnie produces many events for other organizations including the Soulland Regional

Mr. Sergio M. Ramirez is director of Economic Development for the City of Anaheim, where he has served since August 2021. The newly formed Department was established by the City Council on April 13, 2021.
Mr. Ramirez plays a leading role in once-in-a-generation investment and development planned around the Honda Center, the Angel Stadium, the Disneyland Resort, and throughout the City.
He is leading revitalization efforts on Beach Boulevard, Brookhurst Street, Euclid Street, State College Boulevard, and other major corridors across the city.
In the Anaheim Canyon, Ramirez is enhancing the 2,600-acre business park with a diverse range of business clusters focused around industry and innovation. Recently, he has begun implementation of a new branding and signage campaign for the area, as an Innovation District.
Mr. Ramirez previously served as the Deputy Director for property and economic development for the City of Long Beach, where he worked on $5 billion in housing, retail, and industrial projects. This included the 2nd and PCH retail center, redevelopment in Belmont Shore, the Shoreline Gateway Tower residential project, Shoreline Village redevelopment, and the redevelopment of Boeing's former Long Beach site with the attraction businesses satellite launch and other innovative uses.
Before joining Long Beach in January 2017, Mr. Ramirez served as senior project manager and project manager II for the City of Anaheim's Community and Economic Development Department from 2004 to 2016.
Mr. Ramirez holds a Masters Degree in Public Administration from the California State University Los Angeles, and a Bachelors of Science in Urban and Regional Planning from the California State Polytechnic University, Pomona.
He is actively involved in professional groups including the Urban Land Institute (ULI), the International Council of Shopping Centers (ICSC), and the National Association of Industrial and office Properties (NAIOP).

He is a graduate of Kent State University and Case Western Reserve University, both in Ohio.
Randy enjoys real estate investing and working out in his spare time, as well as international traveling. He has been to 15 countries.

John MacLean is the Senior Vice President of Commercial Real Estate Banking for Banc of California. In this position, John and his team are responsible for financing commercial real estate (multifamily, office, retail, industrial, mixed-use, self-storage, student housing, bridge and construction loans) as well as leading the Banc’s growth and expansion in the Greater Los Angeles Market.
John has over 25 years’ experience in Commercial Real Estate and Banking, where he has created, built and supported high performing teams. Most recently, John was an Executive Director at JP Morgan Chase and over his 24 year career with Chase, WaMu and Home Savings, he focused on CRE & Multifamily Lending, Asset Management, as well as holding Senior Management positions in Loan Service and Capital Markets.
John attended San Diego State University where he received his Bachelor Degree and has been a California Licensed Real Estate Broker for over 25 years.

With twenty years of experience in income property lending, Lindsay has played a critical role in the closing of over $2 billion in income property loans. Prior to joining First Foundation, Lindsay worked for regional and national lenders as a loan production officer and top producer’s associate. She has a great deal of experience in income property analysis, loan processing, deal coordination, and originations. Her comprehensive knowledge of the loan process from origination to funding, make her a great asset to any transaction.
