Arnie formed Income Property Lending (IPL) in September, 1995 as a division of the All Star Group, Inc.
He serves as President of IPL and is a corporate officer of All Star Group.
Prior to employment with IPL, Arnie was Vice President of Commercial Real Estate Lending for Pacific
Thrift and Loan, and he was a principal of United Commercial Credit Industries (UCCI). Previously he
held the position of Vice President/Sales Manager and assisted in the training and development of the
marketing staff while employed with Foothill Thrift & Loan / Foothill Capital Corporation for 9 years.
Mr. Garfinkel has been a featured speaker for various organizations, including - California Association of

three decades and is broadly credited with being the primary driver in the creation of
the Commercial Mortgage-Backed Securities market in the early 1990’s while at Nomura
Securities, where he built the then largest real estate financier in U.S. history from a
standing start in response to that period’s historic dislocation. Ethan has received broad
industry recognition, including being named in 2011 by Real Estate Forum, in their 65th

Randy Jones is Business Development Officer and Senior Vice President with Spectrum Lending, based out of Irvine. Spectrum does mostly owner-user lending, and specializes in SBA 504 loans, that provides up to 90% financing. Randy joined Spectrum in 2011, and his market concentration is Long Beach, the South Bay and the West Side.
